3.5 hrs is just shop time. Thers also a travel fee, fuel surcharge and there's a $45.00 fee anytime I strike an arc or light a torch. Rarely do I need to make that fee bigger due to long use of the welder or torch. Most of the time I feel slightly guilty that it's a bit much for what I actually have to do. It more than covers my cost for materials, gasses, etc. I do need to raise my rates again though. It's been a few years. It came out to be just less than a new shuttle BUT they have it now and don't have to wait for the new one. That to them is worth it.. I'M GOOD WITH THAT.
